      <description>The Kent County Council (KCC) wishes to engage with suppliers regarding the provision of waste engine oil collection, disposal, recovery and recycling services for materials deposited by residents at Household Waste Recycling Centres (HWRCs) across the County.
Waste engine oil is currently deposited by the public at HWRCs and stored in designated containers pending collection. 
The Provider shall deliver a fully managed service for the collection, handling, transportation, treatment, recovery and recycling of waste engine oil and associated hydrocarbon liquids generated at Household Waste Recycling Centres. 
This service will include the compliant collection and transport of materials in accordance with all relevant legislation, and their treatment in line with the waste hierarchy. The scope also covers the de-sludging, cleaning, inspection and maintenance of oil storage infrastructure, as well as the removal of oil containers and receptacles left by residents. 
Waste streams to be managed include, but are not limited to, used engine oils from petrol and diesel vehicles, lubricating, gear, and hydraulic oils where deposited, contaminated oil mixtures from household sources, and oil residues such as sludges and tank bottoms arising from storage containers.
Based on historic data, the Authority estimates annual wate engine oil arisings in the region of 220,000 litres or circa. 200 tonnes per annum across all HWRCs.

      <description>The Procurement is for the design and construction of a residential development at College Heath Road, Mildenhall, comprising 40 affordable homes together with all associated infrastructure, external works, roads, drainage, utility connections, landscaping and statutory approvals.
The Contract will be delivered under a JCT Design and Build Contract 2024, as amended by the Authority.
The successful Contractor will assume responsibility for completing and coordinating the design and for constructing the Works in accordance with the Employer's Requirements, accepted Contractor's Proposals and all Contract requirements.
The Contract includes sectional completion requirements and associated milestone obligations. Tenderers will be required to achieve the sectional completion dates, handover requirements and related delivery milestones specified within the Tender Documents. The Contractor shall be responsible for programming, managing and coordinating the Works to ensure achievement of all sectional and overall completion requirements.
The Contractor will be responsible for design development, statutory approvals, Building Regulations compliance, NHBC Social Housing Warranty requirements, utility infrastructure, highway and drainage adoption processes, testing, commissioning, certification, handover and defects management.
The development is located on a brownfield site formerly occupied by council offices. Previous demolition works have been undertaken; however, some hardstanding, foundations and spoil remain on site. An existing dwelling located in the south-west corner of the site is to be demolished as part of the Works. The successful Contractor shall be responsible for the demolition of the remaining dwelling, completion of all associated site clearance and enabling works, management of existing site constraints and integration of the completed development with existing infrastructure and service networks. Tenderers are expected to satisfy themselves as to the nature of the Site and any constraints relevant to the delivery of the project.
The Authority places particular importance on programme certainty, design quality, build quality, building safety, regulatory compliance, competence management, defect prevention, successful handover and customer satisfaction. The Contractor will be required to manage planning condition discharge, utility infrastructure, statutory approvals, adoption processes, testing, commissioning, certification and sectional completion requirements in accordance with the Tender Documents.</description>

This tender is split into two lots:
Bathroom and Electrical Adaptations
This lot shall cover the removal of existing bathroom fixtures and fittings, making good and preparation of work area/site, installation, re-placement, commissioning, occ and testing of Bathroom adaptations and equipment within the housing stock and properties of Karbon.  This lot shall also include general electrical adaptation work within the housing stock and properties of Karbon.
For the purposes of this contract, Bathroom Adaptations could be any installation, adaptation or works to:
- Wet rooms
- Low level access shower units/cubicles
- Over-bath shower units / cubicles
- Anti-scald mixer taps or similar approved
- Non-slip flooring
- Toilet frames, raised toilet seats and grab rails
- Any other associated adaptation works
For the purposes of this contract, electrical bathroom adaptations could be any installation, adaptation or works to:
- Over-bath shower units / cubicles / and associated works
- Minor electrical works, installations and improvement works
- Any other associated electrical adaptation works
General Adaptations
This lot shall generally cover the removal of existing fixtures and fittings; making good and preparation of work area/site; installation, replacement and testing of general disabled improvements within the housing stock and properties of Karbon.
For the purposes of this contract and specification General Adaptations may be defined as (but not limited to) any installation, adaptation or works to:
- Internal fixtures, fittings, access areas and storage areas
- External fixtures, fittings, access areas and storage areas
- Replacement flooring

Tender information:
The successful tenderer will be required to provide excellent cleaning services at 31 (across 35 sites.) of the 33 Academies across LAT.
The contract term being tendered is for 3 years, from 01/08/2027 – 31/07/2030. There is an option for a further extension period for up to two additional years to 31/07/2032. 
LAT are tendering their cleaning services in 3 geographical ‘lots’ as per:
Lot 1: East Kent
8 primary academy sites
4 secondary academy sites
2 SEN academy sites
Lot 2: North Kent/London
4 primary academy sites
7 secondary academy sites
Lot 3: Mid Kent
4 primary academy sites
4 secondary academy sites
1 SEN academy sites
1 nursery site

You are invited to express interest and complete a Procurement Specific Questionnaire for any combination of 1, 2 or all 3 Lots.  
The contract offers an excellent opportunity to review and propose enhancements to the current cleaning services at the academies. This includes both core term time cleaning and periodic deep cleaning throughout the year.
LAT is keen to secure a high quality cleaning service whereby students at their academies are able to enjoy excellence in education, supported by excellently kept facilities. 
LAT expects high levels of productivity to be delivered by the cleaning staff at all times, plus a tightly managed service that is delivered via a management style that supports, encourages and develops the cleaning staff. 
The academies are keen for a body of cleaning staff that feels ‘part of the academy’ where the contractor is tasked with developing this academy level relationship at both staff and management level. Each academy will work to a baseline specification. Bidding contractors will then be asked to cost a suite of ‘additional extra’ cleaning items which each school can then choose whether to add to their specification or ‘call off’ on and as needed basis. 
LAT is not obliged to accept the lowest price submitted for this tender, rather they are keen to secure best value from this contract and to deliver best value to its academies and students. Innovative and creative ideas as to how the cleaning services can be developed and improved, will be welcomed. LAT seeks a contractor that is keen to work in partnership and who will deliver to its highest abilities, at all times. 
Competitive Flexible Procedure
This procurement will be run under the Competitive Flexible Procedure. This will follow a two stage approach, with stage 1 being the Procurement Specific Questionnaire (PSQ). This will include a credit check on your company. At the conclusion of stage 1, a minimum of 5 candidates (or less, in the event less than 5 meet the minimum criteria) and a maximum of 10 candidates, will progress to stage 2. Selection of tenderers from stage 1 will be based solely on the criteria set out for the procurement and a minimum score of 60% must be achieved. 
Selected tenderers will then be invited to stage 2, the Invitation To Tender (ITT). Here, the evaluation of tender response will be set as 40% price and 60% quality.
Value of contract:
The annual value of the current contract is 
Lot 1 annual cost - £1,493,075  (£7,465,375 over 5 years)
Lot 2 annual cost - £1,972,342 (£9.861.710 over 5 years) 
Lot 3 annual cost - £1,403,716 (£7,018,580 over 5 years)
Therefore the value of this contract for all Lots over the maximum 5 year contract period is £24,345,665
The contract shall be a ‘fixed price contract’ with invoices raised monthly to the Trust. 
Additional requirements and information:
●LAT has a minimum requirement for a contractor’s employers' liability and public liability insurances of £10 million 
●The minimum annual turnover that your company must have achieved to be considered for this opportunity is £5 million for each Lot you have applied for 
●There are incumbent cleaning staff currently within the Local Government Pension Scheme
●The cleaning services are currently contracted to Purgo, with one school (Minster) currently employing their cleaning staff in house (managed by Purgo)
●Please note this is a growing Trust and any other academies that may join the Trust during the tenure of this new cleaning contract may, at the Trust’s discretion, be added to this contract.
●Please note that the successful tenderer will be required to pay the RIVA tender fee for this project directly to RIVA, upon their contract award. 
●The client reserves the right not to appoint by way of conclusion of this project.
