Description

Hull City Council (The Authority) is seeking tenders from interested organisations for the Outdoor Playground Equipment Framework. The Authority is developing a Framework which will consist of a range of Suppliers to provide and install Outdoor Playground Equipment. The tender is an open tender procedure consisting of one stage process. The contract is anticipated to commence 1st March 2027 ending by 28th February 2031. The Authority has estimated the value of the Framework to be approximately up to £800,000.00 per annum. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract. The Framework will be divided into following Lots: Lot 1 – Playground Equipment Catalogue Items Lot 2 – Playground Projects Lot 3 – Playground Markings Lot 4 – Benches and Planters Lot 5 – Playground Safety Surfacing Lot 6 – Park Signage. Further information about fees

Fees will be charged for Lot 2 only at a fixed percentage of the actual value of invoices paid to Suppliers. On that basis Suppliers will not be charged fees if they have not been awarded any contracts. The fixed percentage will be 1% of the actual value of invoices paid under Lot 2 to each Supplier, charged retrospectively on an annual basis.

Framework operation description

When orders are required by the Authority under Lot 1 – a direct call-off (at Authority’s discretion) will be used. This will often be based upon the availability of the parts and to keep in theme at particular parks. When orders are required by the Authority under Lot 2, a mini competition or a Direct call-off (Rotational) will be used. Where the Council is using the Rotational Call-Off, the Council will start the rotation with the highest ranked Supplier. If the highest ranked Supplier can fulfil the order, then they shall be awarded the call-off. The next time a call off agreement is required on rotation then it shall go to the next highest ranked supplier who was not awarded the call-off previously or skipped. If a Supplier is unable to fulfil the call-off, then they shall be skipped over in the rotation. Once all the Suppliers have been offered a call-off by rotation the list shall restart from the beginning. For avoidance of doubt the order of rotation is not affected by Suppliers being awarded a contract via a mini competition. When orders are required by the Authority under Lot 3, Lot 4, Lot 5 and Lot 6, the lowest priced Suppliers’ product will be chosen. If the item is not available, then the next lowest priced Supplier will be approached and so on. Where there are two or more items that are priced the same by individual Suppliers, the Authority will purchase firstly from the Supplier that scored the highest overall (quality and price) marks in the tender.
